THE OFFICIAL CONCLUSION

Insufficient data for evaluation. The FTD sent Form 164 to the
witness on 14 April 1967 -- two weeks after the sighting -- but
it was not returned within thirty days. The investigator noted
that the original letter was vague and that three claimed
photographs were never submitted. The file was left open with
a standing note to re-evaluate if the Form 164 arrived;
apparently it never did.
WHAT THE EVIDENCE SHOWS

A civilian witness in Northampton, Massachusetts watched an
unusual light in the southwestern sky from 7:10 PM to 8:45 PM
on March 30, 1967 -- starting essentially at dusk and running
nearly two hours into full dark. Initially mistaken for the
moon through clouds, the first object grew brighter, appeared
disc-shaped, and showed rainbow coloring. A second smaller
object then appeared lower and to the right; as that one
brightened, the first faded to pale blue. The witness went
inside to retrieve a camera and flashbulbs. Upon returning,
friends reported a third, smaller object lower and to the
left. The second faded to pale blue, the third turned brown
and disappeared, and the remaining two continued fading until
8:45 PM. Three photographs were taken (one without flash, two
with flash), but the witness was uncertain at the time whether
they had developed.
The record card logs course as "Wind" -- the investigator's
shorthand indicating that the apparent motion of the objects
was consistent with the prevailing wind direction. The card
also logs two objects, not three, a discrepancy with the
witness's own detailed account.
POINTS OF INTEREST / WHAT GIVES ME PAUSE

"Wind" as the course entry is the most consequential single
field on the card. It tells us the investigator had a working
hypothesis -- buoyant objects drifting with the wind -- but
made no formal determination because the Form 164 was never
returned. That hypothesis fits much of the account: long
gradual duration, sequential appearance at different positions
and elevations, eventual fading.
The two-versus-three object discrepancy is unexplained. The
witness clearly describes three distinct objects appearing at
different times and positions. The investigator logged two;
this may reflect a reading of the letter that counted only
the two objects simultaneously visible at one point.
The witness used a flash on distant aerial lights -- which
illuminates nothing at that range. This reflects inexperience
with photography, not dishonesty, and does not undermine the
account. Those photographs, had they been submitted, would
have been the decisive evidence either way.
Westover AFB was active in 1967, approximately 15 miles south
in Chicopee, MA. Traffic from that installation could appear
in Northampton's southwestern sky, but the 95-minute duration
and gradual sequential fading are inconsistent with aircraft.
Barnes Airport in Westfield, roughly 20 miles west, is also
worth noting.
BOTTOM LINE

This case dead-ended procedurally, not because the observation
was implausible. The "Insufficient Data" classification is
correct -- the Form 164 was never returned, the photographs
were never submitted, and the original letter was self-
described as vague even by the investigator. The "Wind" course
notation suggests the working hypothesis leaned toward buoyant
objects, and the long duration, gradual fading, and sequential
appearance at varying positions are all consistent with
illuminated balloons ascending and drifting through the dusk
sky. What cannot be confirmed or excluded -- absent the
structured questionnaire and the photographs -- is essentially
everything else.
