THE OFFICIAL CONCLUSION
The record card reads UNIDENTIFIED, and the internal
documentation in this file makes clear that conclusion was
earned the hard way. Captain George Gregory, then directing
Project Blue Book, described the case in his internal routing
memo as "a toughie" and enumerated the checks that had come
back empty: military and civilian aircraft schedules,
radar units, tests and operations, Ground Observer Corps --
all negative. He specifically requested that Dr. J. Allen
Hynek examine it, then noted Hynek was unavailable (in
Moscow) and asked for satellite correlation instead. An
independent satellite check in August 1958 ruled out every
then-current satellite for geometric and optical reasons.
The final analysis concluded UNKNOWN.
This is not a routine unidentified. This is a case that the
Air Force's own UFO investigation leadership flagged as
genuinely difficult and could not resolve.
WHAT THE EVIDENCE SHOWS
At 1046 MST on June 14, 1958, a meteorologist with the US
Weather Bureau Airport Station at Pueblo, Colorado was in
the observation dome conducting a routine Pilot Balloon
Observation. This involves tracking a released weather
balloon with a theodolite -- a precision optical instrument
that measures azimuth and elevation with high accuracy.
While watching the pilot balloon, an unknown object entered
the theodolite's field of view.
The observer's qualifications for evaluating what he saw are
exceptional. He had 28 years of experience with the Weather
Bureau as a Weather Observer. Watching balloons through
theodolites was not a hobby or an occasional task -- it was
his professional function, performed repeatedly throughout
his career. When he later filled out Question 38 on the
Air Force questionnaire -- "What do you think the object
was?" -- he wrote: "It was a material, artificial object,
and not a balloon. (Watching balloons is part of my regular
duties as a meteorologist.)"
The object traversed the sky from the NE to the SW over
approximately five minutes, timed using the same buzzer
the observer used for his regular balloon timing. He tracked
it continuously with the theodolite. Entry azimuth (north-
up convention) was approximately 67 degrees at an elevation
of 24.2 degrees. The object rose to an estimated peak
elevation of 50 degrees or more as it passed roughly
overhead, then descended to the SW, disappearing in haze
at elevation 8.1 degrees, azimuth approximately 237 degrees.
These are not approximations or estimates -- they are
theodolite readings taken during the observation, with the
exception of the peak elevation, which had to be estimated
because the object was moving too fast to record values
continuously.
When the shape became clear as the object passed overhead
at high elevation, the observer described it as circular,
with an apparently flat ring encircling it and a rounded
dome in the middle -- exactly like a picture of Saturn with
its rings, he wrote, except that no rounded part was visible
below the ring. The object appeared white or silvery white.
No metallic luster was noted. No noise, smoke, exhaust, or
vapor trails were observed.
The object was demonstrably above the cirrus cloud layer,
which the observer estimated at 30,000 feet based on 28
years of cloud-height experience. He noted that the object
passed above scattered cirrus wisps, and its outline was
slightly blurred when viewed through them -- but it was
above them. He explicitly stated that 30,000 feet was the
minimum possible altitude; the actual altitude could have
been considerably higher, which would proportionally
increase the estimated size and speed.
Based on an assumed altitude of 30,000 feet, the observer
estimated the object's speed at approximately 540 mph at
minimum. He noted separately that the speed alone ruled out
any balloon, "since the minimum speed was known to be above
500 mph toward the southwest."
WHAT THE AIR FORCE DID WITH IT
The routing of this case through the official channels is
itself a small story. The Weather Bureau Deputy Chief
personally transmitted the report to Air Research and
Development Command at Andrews AFB. ARDC forwarded it to
ATIC at Wright-Patterson. Captain Gregory had his staff run
every standard check. All returned negative. He explicitly
asked for Dr. Hynek, who was abroad.
The balloon candidate -- upper-atmosphere balloon Flight
No. 161, which had been tracked near Pueblo around the same
dates -- was offered as a possible explanation in ATIC's
initial response to the observer. But the observer rejected
it outright, and the physical facts support his rejection.
Upper air winds that day were from the southwest quadrant,
meaning they flowed from southwest to northeast. The object
moved northeast to southwest -- against the prevailing
upper-level winds. No balloon drifts against its wind field.
No balloon moves at 500+ mph in any direction. And the
observer had been watching balloons through theodolites for
28 years.
The satellite correlation check, conducted in August 1958,
found that none of the three satellites then in orbit
(designated 1958 alpha, beta, and gamma -- the early US
and Soviet spacecraft) moved from northeast to southwest.
Their orbital inclinations constrained them to northwest-
to-southeast or southwest-to-northeast tracks. The object
moved in neither of those directions. The analysis also
noted that the theodolite's optical power was insufficient
to resolve the shape of any satellite even at favorable
geometry, precisely as the observer himself had noted.
The final handwritten analysis by the ATIC analyst (signed
DTB, dated August 3, 1958) acknowledged the limitations --
no photographs, no witnesses -- and raised the possibility
that the image could theoretically have been an optical
artifact of the theodolite's optics, citing astronomical
literature on lens flaws. But the conclusion was clear: if
the observer is treated as a reliable source and the
image was real, "then we must conclude it to be a valid
UNKNOWN."
POINTS OF INTEREST
The theodolite data is the central strength of this case.
Most Blue Book sightings rest on naked-eye impressions --
estimates of speed, altitude, and angular size that are
difficult to verify. This case has measured azimuth and
elevation readings at both the beginning and end of the
observation, a timed duration derived from a precision
buzzer rather than a watch or a guess, and the credibility
of a professional observer whose entire career involved
exactly this kind of measurement. For once, as Captain
Gregory noted, "precise data were submitted."
The Saturn-like shape -- circular disc with a flat
peripheral ring and an upper dome -- is a specific and
distinctive description that the observer returned to
consistently across his initial report, the brief written
the same week, and the detailed questionnaire completed
six weeks later. The description did not drift or
embellish over time. It is also a shape that does not
readily suggest any conventional object, misidentified
aircraft, or optical artifact.
The wind vector argument against the balloon hypothesis
is particularly solid. This observer knew what upper-level
winds do to balloons, and he knew where the wind was going
that day. He noted the discrepancy explicitly in his
written summary. ATIC's initial suggestion that Flight No.
161 might explain the sighting appears to have been
pro forma -- the kind of candidate offered before the
details are fully examined rather than a conclusion
supported by the evidence.
The optical artifact hypothesis raised in the analysis
deserves fair consideration. Theodolite optics can, in
principle, produce ghost images or lens reflections,
particularly in certain lighting conditions. The analyst
cited a published reference on this phenomenon. However,
an optical artifact does not track consistently across five
minutes of sky, pass above physical cloud formations with
observable blurring, or disappear in regional atmospheric
haze at a specific measured azimuth. The behavior described
is inconsistent with an internal optical flaw.
BOTTOM LINE
The Pueblo case is a strong UNIDENTIFIED. The source is
a trained professional whose specialty is precisely the
kind of observation he was making. The instrument he used
provides quantitative data rather than impressions. The
conventional candidates -- balloon, satellite, aircraft --
were all checked and all failed, some by physical
impossibility (wind direction and speed for balloon,
orbital geometry for satellites) and some by negative
inquiry (aircraft schedules and radar). The shape described
is distinctive and consistent across multiple accounts
separated in time.
Captain Gregory characterized it as a toughie, wanted
Hynek on it, and said if it couldn't be resolved it would
have to go in the UNKNOWN category. That is exactly where
it went.
A meteorologist with 28 years of balloon-watching
experience, tracking a known object with a precision
instrument in bright daylight, saw something he could not
identify -- and knew he could not identify it because he
knew exactly what every conventional airborne object looks
like from that instrument at that range. That is about as
well-grounded a UNIDENTIFIED as this archive contains.
